“终于” appeared in this HSK test means “finally.” I know “最终” has the same meaning as “终于.” So can I use “最终” instead of “终于?”

Yes, it’s a verb in this HSK test. One frequently used phrase when it’s a verb: 嘲笑 laugh at. And “笑” also can be a noun, such as “笑脸 smiling face.”
